  • WBS — Work Breakdown Structure — hierarchical decomposition of deliverables.
  • Change request — A proposed change to the baselined scope, schedule, or cost.

5. Procedure

  1. Draft the scope statement including inclusions and exclusions.
  2. Decompose scope into a WBS with 5–10 day work packages.
  3. Baseline scope with the Steering Committee.
  4. Route every change through the Change Control Board.
  5. Update the baseline only after approval.
