1. Purpose

Formally authorise projects with a signed Charter that names objectives, sponsor, scope, and constraints.

2. Scope

Every project of ≥ $50k budget or ≥ 6 weeks duration.

3. Definitions

  • Charter — The document that formally authorises the project and names the PM.
  • Sponsor — The executive accountable for realising business value.

5. Procedure

  1. Sponsor requests a project via the intake form.
  2. PMO assigns a PM within 5 business days.
  3. PM drafts the Charter (objectives, scope, success criteria, budget, risks, assumptions).
  4. Sponsor signs the Charter; project is authorised.
  5. PM opens the project in the delivery tooling and initiates planning.
